Project Scope

Caddell served as the Construction Manager as Constructor (CMc) and as the Prime Contractor for the GSA Great Lakes Region to build a new 193,000 SF, seven-story federal courthouse complex, which occupies a 5.5-acre, two block site in the historic area of Rockford, a Midwestern city northwest of Chicago. The project was designed and constructed to accommodate the 10-year space requirements of the District Court and court-related agencies. It houses five total courtrooms: two District courtrooms, one Magistrate court, and two Bankruptcy courts. The courthouse also includes an associated clerk’s space for the District and Bankruptcy Courts, U.S. Marshals Service spaces, a U.S. Attorney’s office, probation and pre-trial services, and local GSA offices. The concept allows for expansion to the south of the initial structure to accommodate the Court’s identified 30-year requirements and goals. The organization of the functional spaces and shape of the selected site resulted in a long, narrow building design that strongly defines the western edge of a newly created park.

At the time of its completion, the new courthouse was hailed as one of the most beautiful buildings of its kind. It features walls of Indiana limestone, a point-supported glass jury box that seems to float inside the main structure, a steel and glass staircase, terrazzo and granite floors, extensive hardwood paneling and millwork details, and Class-5 drywall finishes throughout.  Caddell successfully coordinated the numerous specialty finish contractors onsite during the project’s final stages and maintained the building’s impeccable level of quality throughout.

Caddell provided the following Pre-construction Services at Rockford: partnering, constructability reviews, materials selection guidance, development/maintenance/update of Preconstruction Schedule, monitored compliance with program requirements, attended design charrettes, conducted design reviews utilizing Dr. Checks, value engineering reviews and workshops, preparation/updated cost estimates for budget compliance, developed subcontractor/supplier interest/involvement/utilization, prepared Guaranteed Maximum Price, recordkeeping and reporting.
