Project Scope

Caddell served as the Construction Manager as Constructor (CMc), and as the Prime Contractor for a new 193,000-SF, seven-story, federal courthouse complex occupying a 5.5-acre/two-block site in the historic central area of Rockford. It houses five total courtrooms (two District courtrooms, one Magistrate court, and two Bankruptcy courts); associated clerk’s space for the District and Bankruptcy Courts; U.S. Marshals Service spaces; a U.S. Attorney’s office; probation and pre-trial services; and local GSA offices are also included.

  • Achieved outstanding local area participation with 68% of subcontracted dollars going to Illinois firms and 36% to businesses in Rockford
  • Excellent safety program with only 2 lost-time accidents
